Who We Are

Heartland Enterprise Centre Singapore (HECS) was established in 2019 as a subsidiary of The Federation of Merchants’ Associations, Singapore (FMAS). Fully funded by Enterprise Singapore (ESG), HECS is dedicated to revitalising the heartland by empowering merchants and enhancing the vibrancy of our heartland.

Our primary focus is on business advisory services tailored specifically for heartland merchants. We introduce them to relevant grants, including those exclusively available to heartland businesses, and assist in the application process. Understanding the challenges faced by these merchants, we bring resources directly to them, offering in-shop training and conducting diagnostic toolkits to assess their business readiness and skillsets.

In addition to advisory services, we organise workshops that keep merchants informed about the latest legislation and its potential impact on their operations. Our learning journeys showcase successful businesses and services that can inspire and support their growth. We also emphasise the importance of digitalisation, providing hands-on workshops to equip merchants with the skills needed to thrive in today’s digital economy.

HECS also plays a vital role in placemaking, collaborating with merchant associations to enhance the attractiveness and vitality of heartland town centres. Our efforts culminate in our annual Heartland Festival, a signature event designed to drive traffic and bring communities together in celebration of the unique character of our heartlands.
